Low Oxygen Water Kills Fish in Santa Barbara Harbor

Does it make sense that a couple of weeks after the first large rain of the winter the MTBE carbon particulates that were on the terrestrial surfaces woud end up in the creeks then in the ocean and cause low oxygen levels there? I had spoken to Ken Wilson environmental scientists and warned him about the low oxygen levels in the creeks in 1/03/01. He was the only local official who took any action. Finally a Federal Fish and Wild life called the State Regional Water Quality Control Board and tests were made.
