The governance model must also be such that it can be implemented within the foreseeable future. This requires that it be acceptable to major states and the wider international community.  The primary ideals and principles of the American republic have that, but compromises in government have reduced this in reality.  Therefore a significant measure of civic acceptance is also possible by simply making the existing ideals and principles real practice. There are no time-consuming and controversial changes needed in the political system of individual states in America needed to implement this model.  This model manifesting all states as democracies can be made real by American state Citizens using their most prime rights to control and restore constitutional government in America.  The influence of America, under the conditions of these changes will improve and widely expand effectiveness (3) leading many parts of the world to real sustainability.

The model that has the highest chance of success is the one that presents the smallest changes in the (2) operations of existing governments and infrastructures whether they are private or public. This model uses existing American law of the 9th amendment and Article V to correct violations and misdirection’s of America turning away from the constitution.  The prize money will be used develop internet forum software that helps to organize and refine public opinion allowing the American people to define the nations direction and restore governance compatible with a global, sustainable future.

This model accepts all world governments as they are in March of 2017 and focuses upon America as a major influence and trend setting nation.  (1) With properly adjusted core values shared widely by media, humanity can greatly overcome challenges and benefit from the trends it establishes under this plan.  The resources and financing (4) to implement this plan will be diverted through appropriate governance to put the critical, official aspects of this plan into motion.

America has promoted and initiated global free trade that has caused massive destabilization and pollution causing an undetermined, but large percentage of the global problems.  Apprehending American influence is critical to preventing the global descent into destruction of the natural world.

The primary problem in America is the uses of media to divide, corrupt, distract and mislead the people.  This plan completely overcomes that impairment and relies on the resulting function for overcoming then execution of the plan (8).  Americas framing documents indirectly define an ultimate purpose for free speech.  That purpose is to enable the unity effective to correcting government destructive to unalienable rights.

With the American implementation of this plan and restoration of the purpose of free speech, the original global “usenet”, which was rededicated to commerce, (dot com) in 1994, disconnecting America from the world in the most accessible way, will be restored.

Clearly that purpose is abridged which has dynamically led to increased problems.  This plan utilizes the human resource for increased effectiveness in relatively short-term periods (3) considering the scope of the problems solved.  This will quickly communicate to other countries as the purpose of free speech manifests functionally in America. 

America, in this plan, restores constitutional government compelling it to a more peaceful and sustainable set of actions both domestically and globally.  Transparency is accomplished by accountability (5) of a truly constitutional American federal government.  The needed flexibility (6) is found through the people’s cooperation in a unified and organized fashion enabled with continuous unity by manifesting the purpose of free speech.  That purpose, as it spreads, creates an informal governance model between the peoples of the world that is emulated globally after practice begins.

The very nature of the American constitution is separate and will not interfere (7) in the affairs of other nations, and American state Citizens are becoming aware that global free trade is used to justify or instigate interference.  Accordingly with the restoration of constitutional American government which not only respects nations states, it inherently has the capacity to maintain true (7) equality of individuals or groups once the people are united by free speech serving its ultimate purpose in America.

The nature of the structure of the American government found with the legislative, the executive and the judicial branch is based in ideals that despite dysfunctions, are proven, and can or will serve well once the restoration of constitutional government in America is effected.  The judicial branch represents the access to authority to hold all officials accountable to the laws made under the constitution (8).  After restoration of constitutional government the judicial branch can be re formed to function properly.  The manifestation of the purpose of free speech in American society will increase the level of education and capacity to create informed opinions between the diverse peoples of the nation and create functional unity based in real understanding whereupon the intents of the Declaration of Independence can finally materialize through the codified laws of the constitution with its intents and rights as properly defined by the American people using the prime principles of that constitution.  The global effect of this will be profound given a few years of practice and sharing with its inherent quality of understanding.

Argument for the model and plan "Effecting the Survival and Evolution of Humanity"

The needed Core Values that humanity must assimilate (1) can only be done voluntarily.  In order for this to occur, people must understand the vital need they have to assimilate values that may require some change or sacrifice in the long term in order satisfy the long term continuity of their species.

With the governance model guided for the good of all humankind with understanding on individual levels, the decision making capacity (2) of national governments is immensely empowered towards that model.  With the definition of the purpose of free speech in America, a new but absolutely logical advancement in civil law respecting natural law, democracies will become far more functional.  Republics will find robust ability of populations to pursue the principles of the republic.  The people, after some time and practice, at understanding difficult and complex decisions properly presented, that will effect them through the manifestation of the principles of the their republic.  No other model will have such involvement of the masses.  This is particularly true with the internet software conceived to more rapidly and accurately refine opinions with detail involving the masses as it is a developing technology.  The refined opinions represent a more complete and permanent education as well as understanding needed by populations to participate in the new model consistently.  

As America adapts and reforms itself, a timetable that is reasonable will be established that logically meets the rate of change needed to be effective in all ways (3) relative to the criteria.  Actions speak louder than words.  When other nations see the changes that are possible with the informal but natural law connections being made using the purpose of free speech, there will be increased pressure to adopt communication technology mimicking the American model.  This will greatly facilitate integration of the model globally and speed the effects of it on an expanding geographic scale.

Insurance of implementation is created with natural law by instinctual methods as realization of mass populations is created by networking of information from mass media to the internet, then finally local city and village levels.  In America the only risk is found from entrenched governmental corporatism.  Once informed Americans are appraised of the scope of the challenge they face nationally, state Citizens will assert their rights over state legislations and preparations will begin for Article V that end the abridging of the purpose of free speech insuring widespread understanding amongst the people assuring implementation of decisions.

The American government has squandered massive funds (4) on aggression globally for nearly a century.  With the cessation of that, and re-focusing of the American people towards sensible consumer practices, not redirected by media abusing its capacity to deceive, manipulate, mislead and misinform; historically bolstering the inherent corporate financial links to regulation in the energy and environmental areas, effective legislation can and will be created then promulgated.  The practicality of this will be observed by other nations and their people then adopted after appropriate modifications providing additional financing from reduced expenditures on stop gap or temporary measures.  National resources and economies will increasingly not be stressed by globalism and free trade as well as diplomatic strife meaning that most countries will be enabled to participate in the natural law global self governance.  Global recognition of human need will voluntarily increase focused aid upon developing sustainable systems for developing nations.

Because the original "global village" of the usenet will be accessed by peoples everywhere, it will be trusted by (5) engaging recognized natural law governance developed adequately for the masses in their conditions for their greatest good.  It will be their independent insights that ultimately directs the natural law global governance model.  Some of the basic values of Indigenous peoples will inspire first world people to re know and use the most sustainable practices of their ancestors bringing great historical veracity to the model, as it manifests informally, the democratic base found globally.  Through its institutions controlled under law, demonstrated by America, as it one day relied on transparency with its considerable insight for the people into power structures and decision-making, this model will be self verifying immediately once adopted in America. The governmental system the people vote within makes this basis formal.

The very nature of the concept of free speech denotes its flexibility (6) if it is to assure information vital to survival is shared and understood.  An example preexisting would be PBS in America and EBU acting to "fulfil their public service mission.  Accordingly the next level is use of the 9th amendment in America to see an ultimate legal purpose defined, related to the principle of the nation, actually derived in no small sense from the philosophies of the Six Nations Iroquiois Confederacy.  

This is no small thing.  Natural law is exactly that, the invocation of instinct, DNA by epigenetics.  It is assumed that an unwritten criteria of a real working plan includes recognition of the effects of epigenetics and how people are changed by conditions.  What would be assumed as "new" or radical, is that ancient Indigenous knowledge has adequate parallels to qualify it as analogous in the experiential realm for each and every individual with a global governance model of natural law involved.  Can we even recall the flexibility that exists outside of our puny, deficient written histories?

Developed nations actually show a desire to simplify and return to simpler ways, but the entrenched and unlawful resistance of status quo government is a barrier in most developed countries.  Not so much in America.  This very fact creates immense flexibility (6) increasing with the participation of individuals and the aggregation of their knowledge and opinions.  

Directly attributable with this plan that the Protection against the Abuse of Power (7) is inherent with a condition absent adequate written law.  American law has the needed structure to derive authority with everyday gaining numbers toward a majority; then a change of law, the principles of its republic, which removes most ability to abuse power a government might have.  This, to a degree, where a law could be created in America that the government must constantly strive to maintain the unity of the people for the purposes of the natural law plan.  And that unity extends to accepting the alteration or abolition of the peoples consent to be governed.  Real protection derived from real law.

The authority enforcing accountability is the knowledge (8) of the masses.  That inherently increases as this model proceeds empowering the individuals of it.  The most developed and benevolent "tyranny of the masses" has the authority because individuals of it become aware of civil function as its socio cultural existence by the simple act of assigning a essential purpose to the main medium and product of it, social existence itself, its speech and expression regarding governance.  A vital function.

DIPLOMATIC RELATIONS

The relations between nation states in the past has been partly arbitrary based on religious beliefs and traditions.  All societies rate their non-vital needs of diplomatic relations according to their own sensibilities.  The real and physical needs of the people of those nations are very similar, depending on the social agreements and levels of usage of the agreements that respect the common purpose of the people.  Psychology has been controlled and prevented from a true understanding of beliefs.  Justice in America will properly correct this.

The American constitution has, or was, all but revered by millions of immigrants for a reason.  It manifested natural law ideals in governance.  Because of dynamic corruptions, the natural laws were increasingly ignored and predatory empire building took over, most often impelled by un reasoned fears about the human condition.  This plan brings the people and their reasoning into consideration of all proposed directions for governance.

A simple maxim can be accurately applied to our global predicament.  "All of humanities problems can be attributed to behaviors."  This is true, even if there are natural catastrophes, because each of those has a logical resulting behavior that can benefit the common people if they can choose it.  Accordingly, through the uses of American courts, that are unburdened by a curse of conformance to unreasonable standards improperly and often unlwfully applied, that are removed through restoration of constitutional government, new and accurate perceptions that are basically medical or scientific, relating to understanding behaviors, applied naturally to aiding the public to correct those that are destructive, in the short and long term, will be developed.

The accurate understandings from this plan will radically and positively restructure humanities capacities for forgiveness, tolerance, acceptance, respect, trust, friendship and love will radically alter religious conflict vastly improving diplomatic relations in a relatively short period of time.

 

TRADE

Trade strictly for profit at the unneeded expense of vital elements of air and water will be phased out at a moderate but consistently increasing rate as people shift their local behaviors towards decentralized activities.   Despite the insistence that capitalism allows it, the law does not allow compromises to the unalienable rights of the people to naturally pure air and water that the unrestrained transport of materials and products which "free trade" has embodied under the WTO.  Corporations will learn to adapt to the redefined dependency of humanity, partly away from, the commodities they currently supply. 

 

ENVIRONMENT

Due to the exploitation of media technology reaching the masses of humanity, billions of humans have been influenced in their decision making, which has been essentially a massive abridging of the natural purpose of free speech, or worse, a perversion of it.  The biological purpose of fee speech is to assure information vital to survival is shared and understood.  This is a natural law to functional human culture and society. With the restoration of the purpose of free speech in the human community; which will gradually spread outwards from America as the major, trend setting nation; will lead to consistent change of human behaviors, consumptions, waste, pollution, resource depletions, and all will improve with regard to the long term projections that are foreseeable with the implementation of this plan.

It is expected that unforeseen cooperation’s enabled with the purpose of free speech will develop in most parts of the nation and the world which will alleviate a number of major global environmental concerns.  These are only limited by human innovation and capacity to communicate concepts.  Then networking implementations in the private and public sectors under the interested eyes of an informed and well-unified populace will make that multifold.   Self directed population control will be vastly enhanced with superior understandings of human behaviors and resulting improved ways of people helping themselves to change those behaviors.

 

ENERGY

Currently, due to the manipulation or exploitation of human behaviors in the sole interest of profits by corporate media, human energy consumption needs are inaccurately recorded relating to minimums of mass populations in metropolitan areas as well as rural.  New measurements will be produced regularly that show large reductions for a decade or so, until a realistic minimum is reached through behavioral changes.  Throughout, the private sector will find increased incentive by regulation imposed upon it that protects unalienable rights, also reducing energy uses in the future.  This also causes the development of many new renewable energy sources that have variety adequate for every environment on earth.  A new record of consumption related to renewable production will be established that ultimately respects the longest-term interests of humanity in the ecosphere. 

With the end of the abridging of the purpose of free speech, many people in foreign lands will be empowered by education coming from Americans into developing their own decentralized energy systems.  The global move towards oil dependency can be ended, and then reversed.  Mostly, over time, the intellectual resource of human innovation will receive a massive push into functionality that increases conservation of energy, as well as renewable production. This should not be construed to indicate this plan imposes discomfort, but this plan places human evolution over short term comforts while they impede survival in the long term.  With this plan, the people will institute new security defining and holding appropriate comforts. For reasons well understood, people are prepared to make minor, short-term sacrifices to protect their long-term interests, and some will be needed.  However, those are best perceived as transitional and accepted by a majority investing in long term survival.  The purpose of free speech will make that redundantly self-enforced.

 

HUMAN/CIVIL RIGHTS

American civil government has lost a level or two of respect for civil and human rights and the world notices.  Some nations are following that example which is causing a deterioration of the human condition generally. 

By American state Citizens reasserting their 9th amendment right to define rights not listed but retained, after American state Citizens direct their states to use Article V, justice can be returned and will be available to the people as it never was before.  This, in America, will lead to a much more peaceful and lawful society with many issues previously clouding the nations treatment of less fortunate people, improving.   Globally, religious conflicts will subside because justice can be used to understand difficult truths underlying the perceived differences that religions have of each other.  Psychology will finally find capacity to more fully understand the human unconscious condition and potential.  Overall, diplomatic relationships will improve greatly as cooperation’s in decentralized, sustainable commodity supply are facilitated in design and execution by communication technology of the internet through the usenet and techniques that are consolidated through American manifestations of the purpose of free speech.

Due to this ending of the abridging of the purpose of free speech, media's ability to manipulate and exploit populations will decrease, which will lead to a far more responsible population in a fairly short period of time.  This will be communicated by the many immigrants in America to their homelands.  In turn, those people will be encouraged to take their own democratic actions to improve civil and human rights conditions in those countries with the support of America.

 

IMPLEMENTATION

This model is blessed with existing American laws which can be implemented quite easily provided the American public is well informed of the laws that are their right to use for the purposes described.  Considering that American laws already, literally embody the intent of this plan, there can be no real, legitimate opposition to the plan in America.  The most resistance encountered will the potential to upset status quo relationships which, ironically often are an integral part of the problems the model and plan addresses.

The existing laws of the American constitution that will be implemented to make these changes in one of the worlds most influential nations are; Article V, the Ninth Amendment of the Bill of Rights and the First Amendment of the Bill of rights.  A completely logical and reasonable legally correct usage of these laws has already been tested and found to be not only correct, but also to be dynamically effective in the way they are intended to defend and enforce the American Constitution.

The originator of this model and plan also has conceived of Internet forum software that will greatly assist the world’s masses in refining opinions upon available information.  By use of this online discussion forum which operates with an advanced polling function, the public themselves will create accountability amongst themselves for logical support of all aspects of the information they present.  That accountability will take the most approved information, perspective, conclusion, deduction, inference, concept etc. and make it the most visible.

Considering the great number of people globally who do or may want to involve themselves in shaping the perceptions that control the decisions that decide our future, this software is decades overdue.  Through this forum software all of the above criteria; HUMAN/CIVIL RIGHTS, ENERGY, ENVIRONMENT, TRADE, DIPLOMATIC RELATIONS and the implementation itself will be greatly enhanced by the progressive productive interaction of the people contributing in the forum.  This concept utilizes the immense human resource of innovation and intellectual resource in a way never before occurring.  It is anticipated that that a rapidly expanding understanding and grasp of global challenges with result, that will, in essence, change the individual appraisal of the possibility of overcoming all of the challenges this contest is designed to address.

CONTEST CRITERIA

 

The Task

The participant must design a governance model able to effectively address the most pressing threats and risks to humanity. In other words, the task is not to come up with direct solutions to specific problems. Rather, it is to design a general model for decision-making, with the aim of generating such solutions and the ability to do so, and possessing the resources to effectively implement them.

The governance model must also be such that it can be implemented within the foreseeable future. This requires that it be acceptable to major states and the wider international community. A significant measure of civic acceptance is also required. This requirement eliminates models that rely on time-consuming and controversial changes in the political system of individual states, e.g. models that postulate that all states should be democracies.

Furthermore, the governance model must involve a minimum of limitations to the sovereignty of nation-states, meaning that it should involve only such limitations as are necessary to ensure that national decisions do not seriously harm the vital interests of inhabitants of other countries, or of humanity as a whole. In other words, decisions within the governance model must not deal with the internal affairs of individual states.

The entries must consist of the following three parts:

1. Abstract (no more than 1000 words) 

The abstract must summarize the design of the model, including the institutions, regulations, decision-making paths and control mechanisms it involves, as well as how key individuals and other decision-making bodies are to be appointed.

2. Description of the Model (no more than 5500 words)

The document must be divided into subsections with clear and descriptive headings. The Participant must clearly define the functions of the various components, their areas of responsibility and the extent of their decision-making mandate. Also, describe how the model is meant to manage both current and emerging challenges and risks.

3. Argumentation demonstrating how the model meets the assessment criteria (no more than 2750 words)

For each of the criteria listed below, the participant must provide convincing arguments as to how the proposed model meets the criterion.

Assessment criteria

Entries will be assessed based on how well they can be expected to manage global challenges and meet the criteria listed below:

1. Core Values.

Decisions within the governance model must be guided by the good of all humankind and by respect for the equal value of all human beings.

2. Decision-Making Capacity.

Decision-making within the governance model must generally be possible without crippling delays that prevent the challenges from being adequately addressed (e.g. due to parties exercising powers of veto).

3. Effectiveness.

The governance model must be capable of handling the global challenges and risks and include means to ensure implementation of decisions. 

4. Resources and Financing.

The governance model must have sufficient human and material resources at its disposal, and these resources must be financed in an equitable manner.

In order to be able to fulfill its objectives effectively, a successful governance model must contain mechanisms that allow for revisions and improvements to be made to its structure and components.

7. Protection against the Abuse of Power.

A control system must be in place to take action if the organization should overstep its mandate, e.g. by unduly interfering with the internal affairs of nation-states or favouring the special interests of individuals, groups, organizations, states or groups of states.

8. Accountability.

It is a fundamental requirement of a successful governance model that it performs the tasks it has been charged with, and the governance model must include the power to hold the decision-makers accountable for their actions.
