Three months after the district attorney is authorized to draft this the bond measure, it makes an appearance in the "Laws of California March 13, 1876". The board of supervisors of the County of Santa Barbara carefully leaves out any mention of "mental" hospital whereas the state legislature needed to here the actual issue. When the legislation reads with a serious grammatical error that won't pas as a typo and the grammar is indicative of the true meaning being "mental" or "cabeza" hospital.

By carefully removing all official references to the actual size of the 1876 event, over many years, government successfully removed the vestiges of record the public might use after it had gotten over its fears. Now no one can know the truth and the courts still will not allow it.
