EXHIBIT 10

This is a motion requesting judicial review of the decision to withhold my drivers license.

The transcripts used as exhibits in the Motion to Disqualify the judge in case 220298, heard on June 8, 1998, come from the hearing of this motion on May 15, 1997. The motion was denied. When I left the court house I was followed by special investigators of the DA's office who asked for my drivers license then called an officer to write a CITATION and impounded my towed car. I had asked for WRITTEN NOTICE of the suspension or revocation of my license. The DMV had applied threats but it was not revoked or suspended. When it expired I applied for a new one and it never arrived in the mail. Nothing legal about this.

At the time I had never created a legal document. "We the people" made this up from a word processor document I provided them. After paying the eighty bucks for this I began work from the law library at the direction of a lawyer over the phone. At this time there is only one exhibit, EXHIBIT 15, available at this time. It is comprised of four photos of Santa Barbarous secret history concerning the meaning and uses of a cross street in downtown Santa Barbara as an alignment of reflected sunlight used with hypnosis to set the biological clock of a subject.

MOTION

I Christopher A. Brown respondent in case number 209449 declare the following.

Respondent is not an attorney nor an investigator and asks the court to tolerate the lack of thoroughness or adherence to Court rules in the respondents documentation of communication with departments of the County of Santa Barbara and the Court. Respondent is a victim of a conspiracy and has been traumatized by the conspiracy and is unable to find legal help due to the nature of the conspiracy and absent public record. Respondent is aware that there are elements of evidence needed to prove a conspiracy and has been unable, as a result of the absent public record, to secure help in conducting the scope or type investigation needed to provide those elements and protect his family and himself. Respondents inability to pay child support is directly related to frauds upon him before the birth of his son as part of the Medicine Peoples or "antap" conspiracy. Respondent was defrauded in 1989 of $1500.00 by Roger Thorson who told him of his great Grandfather, Axel Thorson that lived in Santa Barbara, (See page 6 of EXHIBIT 11, notes of field survey of topographic features).

Respondent considers the conspiracy a personal emergency which has much implied potential for public concern or even emergency and asks the Court in this "Review of the withholding of the State of California's drivers license in the respondents name" and to find justification through an appropriate application of tests and balances between the public benefit, harm or debt and that of the respondent for an immediate release on the issuance of a drivers license in the respondents name.

Respondent suffers from distractions relating from the personal implications of the conspiracy using him resulting in respondents inefficiency or failure to secure written documentation's of communications with the District attorneys office for the examination of the Court, and others efforts to initiate a criminal investigation.

The author of the text of the plaque shown in EXHIBIT 15, (Travis Hudson, anthropologist, deceased) was the last person the "antap" enlisted in the task of bringing the difficult past (the absent public record) and the Medicine peoples hypnotic abilities to the attention of the courts or other authority. Travis Hudsons suicide was described to respondent while in a trance. Respondents efforts to communicate first hand information of the suicide scene and conditions for confirmation to Jerry Franklin of the District Attorneys office met with instructions to put communications in writing. Mr. Franklin when questioned concerning the District Attorneys office ability to conduct investigations of hypnotic use or abuse admitted that law enforcement and the District Attorneys office possessed little if any ability affording little, if any protection from further loss of respondents property or income by fraud by individuals acting under the hypnotic manipulation of the "antap" or Medicine people.

Respondent was informed of another incident which if respondent is to act responsibly, concerning information given to him within the unusual context of this declaration, should be brought to the attention of the District Attorneys office, however because of respondents percieved deficencys in the DA's ability to investigate hypnotic use or abuse and the implied inability to prosecute; respondent for reasons of protection of self and family seeks to protect all concerned by other legal action.

Respondent was informed in 1994 of the attempted suicide in the fall of 1996 by a woman at the Modoc Motel by a natural gas explosion (Modoc was a local Indian clan). (NOTE: This is an error. The Modoc were a tribe from north that conducted murderous raids on local Natives.) Due to absent public record the District Attorneys office is unaware of any ability of the Native Medicine people to hypnotically influence the public in this way and is unable to accept the possibility due the absent record. The respondent needs legal, free passage to overcome difficulties resulting from the absent record, to conduct his own investigation, to act to protect life and the well being of himself, family and of the public at large. Respondent pleads with the court to overrule the decision of the District Attorneys office to withhold the California drivers license in his name.

Undesirable events related to Native American people continue to plague respondent. The wife of the owner of Waterfall resorts, Pier Gherini, ex co-owner of Santa Cruz Island, hit respondents car with her car and left her phone number then placed Mr. Gherini in charge of paying for repairs. Mr. Gherini has contested the estimated amounts(EXHIBIT 16), estimates for repair) to repair the fender of respondents sole transportation, a 1981 Plymouth Champ and to the date of this hearing, Mr. Gherini has not yet paid the portion (58% of estimate) he has agreed to pay.

An employer who is married to a woman who is part Native American has been unable to pay respondent for work completed and invoiced two months ago.

Elements of conspiracy relating Chumash Medicine people to individuals named in the declaration attached to, County of Santa Barbara vs Brown case #209449 as FACTS IN SUPPORT.

Declaration of respondent,

The respondent while in a hypnotic trance was informed by Chumash Medicine people that Kevin Crisp was found selling Chumash artifacts at a swap meet. Crisp was then influenced to defraud plaintiff which was in the nature of Kevin Crisp as discovered by Medicine people using their hypnotic abilities. Crisp at the 1745 San Marcos pass property, during verbalization of the contract with plaintiff, said to plaintiff when plaintiff informed him of the recent finding of Winter Solstice shrines, "You know Chumash people and you're talking about them!". Plaintiffs attempts to discover Crisps reasons for the statement were unsuccessful.

Mark Brubaker was prosecuted for the removal of Chumash artifacts from San Miguel Island in 1995 by the National Parks service who referred him to Medicine people to assess spiritual reparations to the Chumash people. Mark Brubaker was hypnotically influenced to defraud respondent. The soils engineer, Fred Best of Coast Valley Materials Laboratory testing the relative density of the soil on respondents job with Brubaker, was influenced to act and speak in a way which reinforced Brubakers influence to defraud respondent. Mr Best, ignored, refused respondents requests to analyze ambient, site, soil moisture conditions on the grading job where respondent was employed by Brubaker, caused Brubaker to believe the job could continue when in fact it was far to wet. The engineers involvement was used in conjunction with the hypnotic programming (memory control) of Brubaker to justify his attitude and resulting perjury in small claims court as to nature of verbal agreement concerning payment and working in wet weather with respondent. Brubakers contractor was hypnotically influenced to support his client in court.

Tim Slicton is a person who has a mutual friend of respondents, one who is directly involved in the hypnotic manipulations of County residents by the local Medicine people.

The owner of Buds Equipment rental, now C.J. Equipment rental, Chuck Lapointe (or his accountant) was hypnotically influenced to demand the creation of an account in respondents name. Influence was likely applied to someone in their office to misplace a check written to Buds. Tim Slicton was influenced to refuse to give respondent copy of a canceled check written to Buds Equipment proving payment.

Another small claims action with an unpaid judgement! Remo Rainsford is part Native American and is a long time friend of the central Chumash Medicine man responsible for many of the hypnotic manipulations. All Native American children are given a deep trance basis making them easy to control later. His mother Rebecca Rainsford is Native and was influenced (although it is in her nature) to forge her sons signature on a FEMA and make it payable to herself. The interaction with FEMA to obtain a copy of the forged check and the privacy act was described to respondent as was the interaction and fraud of others named in declarations of respondent, by a Chumash Medicine man while respondent was in a hypnotic trance in the fall of 1994 as warning of the execution of the pending conspiracies of the "antap" or Native Medicine people.

Respondent continues to investigate the public record for evidence constituting an understanding or documentation of the local Native Medicine people and their abilities and has been asking the Assistant County clerk for a letter stating the absence of public record. After months of verbal requests, on 5/9/1997, respondent requested in writing a letter stating absence (EXHIBIT 13, letter to Ann Wooten).

To support claims of hypnotic manipulation and a secret, outlawed organization of Native American hypnotists, respondent introduces 2 items of evidence.

The respondent while in a trance has been told by Medicine people that the "antap" only communicate the location of shrines, practice and purpose of Winter Solstice and their oral histories (hypnotic memory control) to individuals who are in a trance state. Since Travis Hudson was unable to bring an understanding to the Museum of natural history, his employer, no one except the respondent has been told of the shrine and its significance although the relationships are obvious and can be easily confirmed.

Plaque

This plaque, dedicated by the Santa Barbara city council is 1/2 block west of State street on Anapamu. It faces towards the ocean on a wall of a parking lot at the sidewalk.

Text of the Plaque

This street name ANAPAMU, meaning "rising place" referred to a prominent hill upon which was situated a shrine where local Chumash Indian people gathered to worship powerful supernatural beings in the world above.
The shrine was considered holy and a place where concentrated supernatural power was located. At the time of Winter Solstice, when prayers were offered to the sun, Santa Barbara's Indian people placed poles decorated with feathers on the summit of Anapamu. These poles were to remain for an entire year. To be removed by village chiefs in and about Santa Barbara. Prayers for food, good health, protection from bears and rattlesnakes and a host of other human needs and desires were conducted on the summit of such shrines.
Just as the descendants of the Chumash today hold and respect the traditional beliefs of their ancestors it is hoped that through an understanding of their culture you will acquire an appreciation for the meaning of Anapamu.

Anapamu Street

The center line of Anapamu street from the mountain side of 101 looking up the center line towards the mountains. The enhanced center line o the street, ends at the upper end, at a bright spot, reflected light from a mirror I hold 3 miles away on a remote ridge in the mountains. The Medicine people started in 1865, after the government violated treaties granting courts of jurisdiction on native lands, to put the Anglo European colonists who lived on the street into somnambulistic trances without the subjects awareness and hypnotically script them to awaken on the morning of December just before the sunrise then stand on the center line. The observed flash of reflected light from the rising sun over the Santa Monica mountains, against the blackness of the coastal mountains, synchronized the subjects unconscious linkage to the circadian rhythm. The subjects were given hypnotic instructions to go insane in 1876 with a multitude of severe emotional and cognitive distortions reinforced by the scripted activities of others in the area. This was the world first artificial Ley line.

Window rock

This trail was cut into the slope about 30 feet of the center of a ridge on the slope facing south west. All I've done here is cut the 12 foot high brush along the route. To the right of center of the photo is an angular rock with a square opening along the side. I stood to the left of it, on the trail, with a mirror to reflect light down the center of Anapamu street. Another piece of stone, just barely visible above and to the right, has a complimentary angle to form two parallel sides sloping equally upward to a centered, pointed top and completes the side of a rectangular window. Anthropologists with the university of Southern California have refused, over the phone, to even look at these photos saying the sites are "too sensitive". They are afraid.

Anapanne,

Winter Solstice Shrine for the Chumash people of the village of Suyatin, the name of Santa Barbara before colonization. After the revolt of 1824 this remote site was utilized because Natives gathering at the beach to view the sunrise traditionally were shot. Realize when reading the TRANSCRIPTS of the trial, September 8, 1998, that the judge had seen all of these exhibits.
