General McKee, a Congressman from Mississippi objected strongly to the Indian Bill. In his 5 page statement to congress he wrote,

"The establishment of a government, which will abrogate the Treaties of the Indians, supplant their respective corporate or national capacities and change them from being citizens of their own nations to citizens of the United States without their consent"

I happen to know that without courts of jurisdiction the Native American Medicine people realized they had no way to intervene in the secret activities of the Masonic order making it necessary in 1876 to attempt a demonstration of the potentials for abuse of ancient hypnosis. The leaders of the Medicine people, the 'antap', primarily Chumash were the Native people who decided to create a mass insanity in Santa Barbara California in a desperate effort to stop what has happened.

Here is HR2204. The actual decision was made by the House of Representatives in 1864.
