EXHIBIT THIRTEEN
Motion for Order DMV to waive registration
penalties to vehicles.
Due to the ongoing conspiracy and its psychological impacts upon me I've forgotton nearly every expiration date and been penalized on every vehicle I own. When the judge in case 220298 allowed the denials of subpoena duces tecum and refused to call the non objecting defendant to the stand it exposed me to all sorts of disabling events. If indeed I am the only person who understands how people (children) can be programmed to commit extreme violence, then I should at least have a simple empowerment like the waiving of a few penalties. Motion denied.

To Defendants attorneys of record, County of Santa Barbara:
Plaintiff hereby does move for a MOTION TO SHOW CAUSE for not ORDERING the Department of Motor Vehicles to WAIVE penalties to plaintiffs registration of his vehicles. The motion is based on the NOTICE OF MOTION, the REQUEST FOR JUDICIAL NOTICE of the attached exhibits introduced as EVIDENCE justifying production of an ORDER and the declaration of Christopher A. Brown, and on such evidence as may be presented at the hearing of the motion.

PLAINTIFFS REQUESTS FOR JUDICIAL NOTICE
OF D.M.V. PENALTY TO REGISTRATION.
Christopher A. Brown, the plaintiff in this legal action introduces EXHIBIT EIGHT consisting of a citation dated April 20, 1999. Plaintiff also introduces a parking citation. Both citations were a result of the conspiracy alleged in Santa Barbara Superior Court civil action #220298
REQUEST FOR JUDICIAL NOTICE
Plaintiff requests that the court take judicial notice of the fact that the attached citation dated April 20, 1999 and that as the officer was citing the plaintiff vehicle, the school shootings at Columbine High School in Littleton Colorado were taking place.
JUSTIFICATION OF ORDER TO STATE DEPARTMENT OF MOTOR VEHICLES WAIVING PENALTIES TO REGISTRATION.
Plaintiffs submission of this motion is supported by the fact that he is the only person who is capable of perceiving and countering the threat to children in county schools, (see paragraph 15 & 19. of complaint). Plaintiff has limited economic resources and due to defendant Hanson Cement Company plaintiffs actions plaintiffs transportation is damaged and unreliable. The increased costs of penalties on running vehicles may prevent passage in plaintiffs activities essential to protecting his children and children in schools generally.
REQUEST FOR ORDER
Plaintiff respectfully requests that the order of the court resulting from this motion address the California Department of Vehicles and order the department to waive all penalties to plaintiffs registration of his vehicles for up to six months past the due dates.
DECLARATION OF CHRISTOPHER A. BROWN
I Christopher a. Brown Declare on June 19, 2000 under the penalty of the laws of perjury of the State of California that the foregoing is true and correct.
